| News » Information on Keila rural municipality will be available in the electronic registry Information on Keila rural municipality will be available in the electronic registry Since November 2005, the public officials in Keila rural municipality have been using a digital map-based registry that was developed by Datel Ltd. Besides information on land use and planning, the registry contains data on organised municipal waste transport that has taken place since January 2006.The new registry will display planning and construction-related activities, it is possible to add data concerning the holders of municipal waste, etc. A digital map and different registry data have been tied together in the registry, which makes it convenient and easy to use. „We are probably the first rural municipality in Estonia who can use a similar software to the city of Tallinn: all planning- and land-related information can be viewed on digital maps”, said the rural municipality mayor Kadri Kreisman. „ The launch of this registry was very important because it enables us to supervise waste management, as it is now possible for us as well as for the waste transport operator to trace those people who have not concluded waste transport contracts and also to find better access to those plots on the digital map.” Triin Sepp, Head of the Software Division of Datel Ltd, said that it took them about one month to carry out the needs analysis of Keila rural municipality and to develop a satisfactory solution. They used a novel DOVIS universal solution, which was also used for the creation of Tallinn City Planning Registry. „Tallinn needed a map-based digital registry in order to facilitate the process of plannings, make it faster and more precise. According to the law, a local municipality has to set up a registry of holders of municipal waste, which should include all the holders. It was considered best in Keila rural municipality to combine that kind of registry with a map based planning registry that would also display all land units, their owners, as well as buildings and plannings on the plots of land. Upon further development of the application, it will be accessible to the public on the home page of Keila rural municipality. In the future it will provide an opportunity to submit applications and appeals related to the registry and to monitor the progress of individual applications on the web. Datel Ltd developed a web-based standard solution DOVIS for local governments. It ties together the management of work processes, document administration and an electronic map. The system follows OpenGIS standards and is interoperable with other information systems through web services.
