Narva City Government implements E-session system developed by Datel

Narva City Government will implement the freeware based meeting preparation information system that will substantially speed up meeting management, reduce paperwork and make work with orders, regulations and minutes internet-based. As a result of a procurement tender the e-session system was developed for Narva City Government by AS Datel that also developed the e-session system for the City Government of Tallinn.

The main objective of the E-session system is to digitize the preparation process of meetings and sessions. The information system enables fast and flexible coordination of documents between officials as well as the publication of decisions.

The information system with estimated 200 future users in Narva makes is possible for the officials to prepare City Government meetings and make the decisions available to the public after the meetings. An additional feature of the information system is its connectivity with the city’s legal regulation registry and other business management systems.

According to the City Secretary Ants Liimets the new system will help the City Government improve document management, speed up document preparation and decrease paper consumption. “In accordance with the present procedure nine copies of each document are printed out for the Government members; in the future one copy will suffice, since the members will receive theirs electronically,” he noted.

Development of the information system was started in the autumn of 2003 and the wider implementation of it will take place over the next couple of weeks.

Datel’s IT Department Project Manager Kalle Rahu presented the E-sessions information system on April 8, at the trade fair "Kontakt 2004". “Even though our presentation was mostly aimed at the employees of government bodies and local councils, quite a few enterpreneurs came to see it," said Rahu. Implementation of the software could also simplify the preparation of corporate meetings in all business companies, he added.

Datel Ltd. developed the E-session system for Tallinn City Government in 2001, but according to Rahu the Narva solution has more functionality. “The information system for Narva City Government is based on freeware that gives the system much more flexible possibilities for both use and expansion, and will help the city to reduce expenses substantially,” explained Rahu.
